5th Chair Theodore Lucan was born D20M102K973 in Founders' Memorial Hospital and has lived his entire life here in Tungsten City.
His first job after completing mandatory education was in Espinoza Industries' Public Works Department.
He was nominated and subsequently elected to 5th chair in 3K9.
He resides in the East District with his wife.
